Shimakaze 0.6.4 - Growing Stronger [264k damage]

The Shimakaze has received some nice buffs in 0.6.4. The turret traverse buff has little impact, but the improved concealment on my most preferred torpedoes is very welcome indeed. It's not a large buff by any means, but it does help make the shima feel more comfortable. You can find my recommended build at the end.
